After taking damage from an enemy's attack, have a (50, 65, 80, 100)% chance to cause the attacker to gain "After taking action, 1 random skill will have its CD increased by 1". Can be stacked. Lasts 1 turn. After allies within (2, 2, 3, 3) blocks enter battle with a damaging skill, have a (50, 65, 80, 100)% to reduce that skill's cooldown by 1.
